SUMMARY:The Two UN Compacts – Refugees and Migrants: Challenges and Implementation in Europe
DESCRIPTION:When: Friday\, November 13\, 2020 (05:00 PM GMT / 06:00 PM CET/ 07:00 PM SAST) – Saturday\, November 14\, 2020\, (09:00 AM GMT / 10:00 AM CET/ 11:00 AM SAST)\nWhere: Online\, \nThe PROTECT Expert Forum 2020 will discuss ‘The Two UN Compacts – Refugees and Migrants: Challenges and Implementation in Europe’. The event is hosted by Professor Elspeth Guild (Queen Mary University of London) and Professor Sandra Lavenex (University of Geneva). \nThis Expert Forum\, organised as part of the PROTECT project\, engages with the Global Compacts on Refugees and Migrants from the perspective of their added value to existing international norms which also cover migrants. We hypothesise that there is added value from these instruments in providing a reinforced commitment to existing human rights standards\, bringing migration firmly within the scope of other UN instruments. \nAbout the Expert Forum \nAgainst this background\, the Expert Panel (13th November 2020) brings together legal scholars\, migration experts\, and representatives from organisations such as UNHCR\, ECRE\, and EASO\, to explore contemporary issues faced in the Mediterranean region in light of the EU states’ commitments to the two UN Compacts and the role and policy of EU institutions. The panellists include Professor Hakan Gurcan Sicakkan (PI\, PROTECT – Horizon 2020)\, Dr Madeline Garlick (UNHCR)\, Catherine Wollard (ECRE)\, and Alexander Sorel (EASO). \nAn additional two panels (14th November 2020) will engage with the added value which the two Compacts can bring to the lives of refugees and migrants. Prof Sandra Lavenex (University of Geneva)\, Prof Jens Vedsted-Hansen (University of Aarhus)\, Dr Ryzsard Cholewinski (ILO Beirut)\, Dr Bjarney Fridriksdottir (University of Deusto\, Spain) & Prof Elspeth Guild (QMUL) will examine refugee and migrant protection from the perspective of social and economic rights. Prof Jürgen Bast (Justus-Liebig-Universität Giessen)\, Prof Carolina Hernandez (OHCHR)\, Adriano Silvestri (EU FRA)\, Mats Lindberg\, (ECRI) and Drahoslav Štefánek (Special Representative of the Council of Europe’s Secretary-General on Migration & Refugees) will then engage with the application of human rights and non-discrimination of refugees and migrants in specific contexts\, including asylum applications\, non-refoulement obligations and detention. \nA detailed programme is available. All are welcome to attend. Since places are limited\, registrations will be taken on a first-come\, first-served basis. \nParticipation \nPlease join using the links below: \n\n13 November 2020\, 17.00-19.00 GMT: Borders and Refugees – Contemporary Challenges.\nJoin Zoom Meeting: https://qmul-ac-uk.zoom.us/j/83433334770?pwd=NjBRVkNra1VEbFU0WGRyS0U3WFJPUT09 \nMeeting ID: 834 3333 4770 | Passcode: 979428 \n\n14 November 2020\, 09.00-12.30 GMT: Opportunity or Threat: Receiving Refugees and Migrants in Europe and the Effects of the Global Compacts on Refugees and Migrants.\nJoin Zoom Meeting https://qmul-ac-uk.zoom.us/j/84243893574?pwd=K3hQTm5xZE9hT3Y2VmhLSUoxRGJGQT09 \nMeeting ID: 842 4389 3574 | Passcode: 823522

SUMMARY:International protection and the Global Compacts in the time of Covid-19: lessons and challenges from South(ern) Africa
DESCRIPTION:This Expert Forum has been convened to take stock of the role of the Global Compact on Refugees (GCR) and the Global Compact for Safe\, Orderly and Regular Migration (GCM) in South(ern) Africa\, two years after their adoption. It will examine the extent to which the GCR and GCM are influencing the implementation of South Africa’s legal and institutional frameworks surrounding refugee and migrant protection in cities such as Johannesburg and Cape Town. \nThe Forum will also explore the unique challenges the global COVID-19 pandemic has created in terms of implementation of the two Compacts at the city\, national\, and regional levels. Equally\, looking forward\, the Forum will ask if the pandemic may offer some opportunities to utilize the Compacts further to improve international protection structures for refugees and migrants. For example\, by developing more inclusive ‘whole of society’ approaches to healthcare systems at the local and municipality level. \nThe Forum is part of “PROTECT The Right to International Protection. A Pendulum between Globalization and Nativization?” \nPROTECT is an EU funded research project which studies the impact of the UN’s Global Compacts on Refugees and Migration on refugees’ right to international protection. The vision of PROTECT is to discover ways of advancing the international protection system within today’s turbulent political context. We consist of 11 partner universities in Europe\, Canada\, and South Africa. More information can be found on the project website: https://protectproject.w.uib.no/ \nDate: 26th November 2020 \nTime: 1.30 – 3.15pm SAST \nRegistration: https://us02web.zoom.us/webinar/register/WN_jjgagIGfQ1yvDqYR_MNlIQ \nFor further information: jo.vearey@wits.ac.za \nFull programme: \n[gview file="https://migration.org.za/wp-content/uploads/2020/11/ExpertForum_26Nov2020.pdf%22] \nThe PROTECT project has received funding from the European Union’s Horizon 2020 research and innovation program under grant agreement No 870761.
